AGENDA ITEMS 12.7.2016 CITY COUNCIL MEETING - Silicon Valley Clean Energy SVCE Authority Status update Saratoga is a member of the Silicon Valley Clean Energy Authority that was formed to procure or generate clean energy for citizens of participating city. This will provide Saratogans an alternate to PG&E - payment still processed via the PG&E bill. CEO Tom Habashi of SVCE will present the status - Appeal of Design Review Approval for a new two-story residence at 14011 June Way A project that was approved by the Planning Commission was appealed to the city council and will be up for discussion/ decision. - City code amendment to conform Second Dwelling unit The Planning Commission approved draft ordinance to address 3 new laws that could affect Saratoga’s ability to regulate second dwelling units and better fit our local processes, is on the agenda for council discussion and recommendation. - Proposed Urgency Interim ordinance extending a temporary moratorium on outdoor cultivation of Marijuana With the passing of proposition 64, our staff is recommending extending the temporary ban on outdoor cultivation of marijuana contingent upon further study. This temporary ban was imposed back in October at a city council meeting - SVCE renewable energy options Our city council will consider the various energy options for our city (not our city residents). GreenStart and GreenPrime are two options - you will find details in the agenda. - Highway 9 improvements This is Phase IV improvement of Highway 9 - construction contact award. - Discussion of Minimum Wage Ordinance Our city participated in a regional study on increasing the minimum wage to $15/hour by the year 2019. Based on that study, the cities association adopted a recommendation and a model ordinance. Some neighboring cities have adopted the minimum wage increase, some haven’t. Our council will discuss the details based on data presented - Use of Public Right of Way for Private Surveillance Cameras An encroachment permit process to install surveillance cameras in the public right of way will be discussed as part of this agenda item
